Questline to obtain this starts in Grizzly Hills. Glimmerfin scout spawns on a small iceberg south of Venture Bay (18, 88), drops an item that starts the quest.

The quest for this can also be found in "Chromie Time" alternate leveling, not just regular Northrend. When I did so, my alt went from seeing massive crowds to having basically unopposed access to the scale.
