It was obviously a minor oversight. They put in the Underbelly vendor so players could get the items he sells in the prepatch, and they had tied this glyph to his inventory so players could buy it in Legion. Same npc, same vendor inventory, even though he is currently only accessible through the Northrend instance of Dalaran. Not like it matters, though. It just means you won't have to camp the spawn in Legion if you already took care of it in the prepatch.
