If you're a scribe and /kiss her, you'll get Technique: Glyph of the Shadow Succubus
She only appears during the World Quest "Where There is a Whip...". You don't need to have Broken Shore World Quests unlocked to get it. You do not have to be 110 to acquire this glyph.

For those with Tomtom the coords are /way 49.01, 55.77. This just makes it easier for people to click and paste the coords in game.
With either Shadow Lands or Dragon Isles, the base skin of the Succubus has been changed to this except that every time to summon your succubus, her color changes. That is the only difference anymore. With the Shadow Succubus glyph, you get a new name and her wings will be just black.
