Appears to represent the WoD Horde faction The Laughing Skull Orcs. Sort of strange that being exalted with that faction allows you to purchase a wolf mount, rather than this.
Even though it seems to originate from a horde faction, Alliance members can purchase this mount from the in-game shop and use it (look at screenshots). It's obvious, but no one else has posted that here yet.
