This is a battle pet from a treasure! When you see them in wild pet battles, this is not intended (and hopefully no longer happening with the August 28 hotfix) and will return a "not capturable" error message on your trap when you try to capture them!

When you've restored the lesser Stillstone Pond [npc=215939] in Hallowfall with 3x [item=206350] (picked up from the ground or dropped by creatures in the Keyflame area and all Hallowfall), [npc=215956] will be available as a vendor for [item=218107]. Buy one for 2x [item=206350], activate it, and check the vegeatation along the nearby waters.
You will start to see emotes about Sparkbugs taking an interest in your [spell=442106] light and eventually see highlighted Hallowfall Sparkfly that will drop the [item=220771] when you interact (requires Level 80). There are several locations for these Sparkflies and you can get additional pet drops.
