Yes, Palm, I'd say about 1% less hit rating.
This is no longer an aura as of 4.0.1. It affects ONLY the draenei. It is automatically included into your character stat's hit total, so if you get 5% hit from +hit and spirit, you will show as 6% on your character tab.And as of 6.0.1, with the removal of hit rating and miss chance, this now instead increases your primary stat (strength, agility, or intellect) by an amount that scales with your level. At level 100 this amount is 65 - roughly equivalent to a 1-2% increase, depending on your item level.
Edit again: And with Legion, it's now 465. Still around 1-2%.
