This is the reward for achievement [achievement=41349] and the pet will be added to your pet journal directly when you complete it.

We are supposed to reach Honored with all four Goblin Cartels for the achievement, which is quite a thing with four standard reputation factions (even if we start at Friendly and it "only" requires 6000 rep for each of them) when most activities only give reputation with [faction=2653] and your aligned Cartel of the week. If you wanna force this, choose a different Cartel every week (I recommend that anyway). This will not only add more variety to your World Quests (every Cartel has its own set of WQs and only a few WQs overlap; they alternate between adding 1 and 2 WQs every day) but will also allow you to grab up to 750 more Cartel rep each week because you'll see the WQs of the last 3 days when you choose a different Cartel on Weekly reset day.

PTR notes:
As long as we don't choose a Cartel for the week, the specific Goblin Cartel reputation rewards (e.g. [currency=3169]) are replaced with general [currency=3221]. Unfortunately, they never added something like this [item=237014] for Cartels, and for whatever reason, this general [currency=3221] always added to [faction=2671]. So, if you wanna push Venture Co. but not choose them for the full week (maybe you only need 1000 for the next rank you're aiming for), you could complete Weeklies like Many Jobs, Handle It!, Reduce, Reuse, Resell, or Urge to Surge and then choose your Cartel in The Incontinental Hotel to gain rep with something else than Venture Co. for the rest of teh week.
