To unlock protoform crafting:

Complete chapters 1,2 and 3 of Secrets of the First Ones zone campaign.
Research [order-advancement=1931] and complete [storyline=1285] questlines.
After daily reset complete The Lost Component + A New Architect quests to unlock [spell=366367].
Complete Protoform Synthesis quest to unlock [spell=366368]

To get [item=187639] you need to complete Cyphers of the First Ones in Zereth Mortis and bring [item=189455] it to the Synthesis Forge*, then collect reagents for the craft

Resources required to craft (all of them are zone related):
400x[item=188957] - drops all over the Zereth Mortis
[item=189176] - drops from many mobs in the zone [npc=183184], [npc=183249], [npc=183253] and so on
[item=187635] - Can buy on AH or farm from specific mobs (check dropped by section)

To get the schematic for this mount you need to complete the full Cypher research console. This means getting all points on the table that you can. This unlocks the achievement Cyphers of the First Ones

Unlocking [order-advancement=1931] on the table also unlocks a quest on the map called Finding Tahli. Completing this quest and all the parts that appear from there allows the schematics for protoform synthesis to be collected.
