TheWoWDBI've leveled one up to 23 so far, its a pretty decent pet with a decent selection of moves. Has a standard water attack, or an obstacle remove weaker move (If i recall these tend to suck as they auto trigger traps),

and dive and geyser ........ dive tends to miss a lot, but otherwise is decent as inflicts about 180 % of a normal attackfor 1 turn of attack commitment, or geyser which is 200% attack for 1 turn use and does a stun.
the best move set is probably gonna be
water bolt
whirlpool(maybe the heal depending what you expect to see) as 25% is a lot less than one attacks worth of damage
geyserIt's greatest weakness is probably its type, as while i gets resistance to mechanical, it is unable to benefit from weather effects(or bad effects) but weather effects tend to have either good or good and bad, so it fails to benefit from the pure good effects (such as cleansing rain(which would benefit its water attacks and heal)). Compared to more useful family types, while this isn't a terrible pet, its not on the A+ extra credit tier like flayer/pinchy/vampiric batling/fluxfire feline. It's one of those B/B+ pets, overall pretty good but will fall behind in competition/pvp battles

Is this pet the one that looks like a chinese elemental with water flowing around like the fire one that can be seen in the starting zone?
In regards to the Pandaren Spirit Tamers, Whispering is an Air type with flying type attacks, but being as he's elemental he takes the highest damage from aquatic pets which flying just happen to be strong against. Finding a non aquatic pet with aquatic moves is incredible. especially as he has a decent heal in the arsenal as well. If you only use it for that fight it's worth leveling. I wouldn't place it in the roster against mechanical (not enough output) or aquatics (not enough defense).
