For anyone struggling to start Pandaria Inscription you actually need to go to [npc=56065] or [npc=62327] in Jade Forest.
You can't talk to [npc=65716] at lower levels, you need to go to Jade Forest.
This can be trained from Lorewalker Huynh in the Seat of Knowledge in Vale of Eternal Blossoms. *Please note that this trainer is not near a bank has no ink trader nearby, so you will have to come prepared or shuffle back and forth between here and your faction hub.*
When you train Pandaria Inscription, you will automatically learn Research: Ink of Dreams. You will then be able to pay to train at 1/75:

(I am assuming that Songs of Peace would not have been available to me if I had not already known Legion Inscription. It is trained from this vendor, but it is listed under Legion Inscription, and it is crafted with Roseate Pigment.)
The inks both turn yellow at 10/75, green at 15/75, and grey at 20/75.
At 15/75 you are able to train the follow, all of which start out orange but are grey by 25/75:

Glyph of the Sun for Druid
Glyph of Deluge for Shaman
Glyph of Lesser Proportion for Hunter

Glyph of the Val'kyr for PriestGlyph of the Sun was orange when discovered between 20 & 25, but the rest were all immediately grey as soon as they were known. I assume it being orange was a bug, though, because I made it twice & neither time gave a skill gain even though it is orange.
Scroll of Wisdom can only be made once a day, so you are left with only doing the Research for skill gain.
At 35/75 you can train making 5 staves and 3 fans:
Inscribed Crane Staff
Inscribed Jade Fan
Inscribed Red Fan
Inscribed Serpent Staff
Inscribed Tiger Staff
Ghost Iron Staff
Inscribed Fan
Rain Poppy StaffAll of these show as orange, but the material requirements for crafting make these prohibitively inefficient for consideration in leveling unless you happen to have the materials and want the transmog. Like other tiers of Inscription, Research is kind of the only option for leveling even when you have nothing to learn from it.
At 45/75 the Ghost Iron & Rain Poppy staves and Inscribed Fan turn yellow (green at 50, and grey at 55), and you can train the following shoulder inscriptions:

Allows a scribe to create magical writings, up to a maximum potential skill of 75.
