This and the Stormshield teleport can be learned from any portal trainer, so choose a city you're already exalted with to save some gold.
If you're looking to train this in Stormshield as I was, Julia Watkins is located at 63,35 upstairs in the tower at Andromath's Rise. Both the portal and teleport spell can be learned at Level 92. You can find the Transmogrifier and Void Storage downstairs in the same tower.
