A Dragon's Day Off is a hidden side quest. You can reveal it by talking to Vazallia The Waking Shores at 20.18 39.58.
Ask her <<What are you doing here?>> to reveal the quest. If Vazallia is not here you need to wait until she gets back from patrolling.
All drinks can be found across The Waking Shores, you don't need to travel to other zones to collect them.

A Dragon's Day Off is located in The Waking Shores on the shore west of Obsidian Citadel
To start the quest ask [npc=196000] "What are you doing here?"
She's patrolling the area in her dragon form so it may take some time for her to come down
