Go to the Mountain Dew Game Fuel website and look next to the Blue Alliance bottle and you should see something that says to claim your pet.
Click it and it will redirect you to the Battle.net site where you enter your login information.
After doing so, restart WoW and login, now you have the Battle-Bot in your Mailbox.

- JepettoIf you are wondering if the Clockwork Rocket Bot will do anything to your or their Battle-Bot, sadly, it does nothing.
To get fuel for your Battle-Bot, do basically the same thing to redeem your Battle Bot, but this time, it'll give you an option to either pick the Red Battle Fuel or Blue Battle Fuel.
You receive the Battle Fuel in game through the mail system and it doesn't matter if you pick Blue or Red.
You get a stack of 5 Battle Fuel per day.

As of 5.0.4, this item is now available for purchase from various toy vendors; thus, the item is now available again in-game.
The vendors include: [npc=52809] (Orgrimmar), [npc=29716] (Dalaran), [npc=52358] (Stormwind), [npc=29478] (Dalaran).
These vendors also sell the Blue War Fuel and Red War Fuel that can enhance this companion pet with color and will provoke them to attack other Warbot's with an opposing fuel color.
Some background:
This particular companion was previously a US-only reward for participating in a brief Mountain Dew giveaway that occurred between May 15th, 2009 and August 20th, 2009.
