I have 198 fragments and can't collect the last 2Probably a bit late for Rinnah but with with Patch 6.1 you will be able to collect 250 fragments and no projects will require more than 200. So hang on if you don't want to buy any Ogre Missives.
Patch notes state for Archeology...
* Increased the maximum amount of Arakkoa, Draenor Clans, and Ogre archeology fragments that can be held at a time to 250 (up from 200).
* All rare Draenor archeology projects no longer cost more than 200 fragments to solve.
@Rinnah, you will need to acquire Ogre Missives that boost your fragment count by 20 fragments per Missive. You can sometimes get them as you do dig sites or you could just look on your Auction House to see if anyone has posted some for sale. All Archaeology factions/races/types (except for Fossil) have a fragment boost.

The first great technological innovation in ogre society was the concept of attaching a rock to the end of a very long stick to smash your enemies, rather than attempting to bash them with a rock held in your hand. The schism this innovation created amongst ogre society resolved itself only when the now-forgotten tribe broke in to the Warmaul and Boulderfist clans.
