Obtain each of the artisan's gifts from the world quest "We'll Workshop It."

collect the 10 sack of supplies then switch your group to raid and delivered to all 6 to get each buff which will be shown in the mini-map and the achievement will be complete. when you get the achievement switch group to party again and finish the quest.
To unlock the other 3 NPCs (Elder Finnan, Elder Gwenna, Groonoomcrooek) you need to do the side quests starting with Ages-Echoing Wisdom (requires Well, Tell the Lady) from [npc=158345]. After finishing all side quests, relog and they'll appear in Glitterfall Basin where you can ask for their buffs. Don't forget to switch back to Raid!
