Alliance - in the garrison grave.
Horde - back to the garrison outhouse.
The little guy is an object, much a like his other achievement I Found Pepe!, that being said, you cannot target him.
He can be found in your garrison, on top of a tomb stone at the graveyard, BUT ONLY during the Hallow's End event (18th October - 1st November):
For alliance, that's (40, 70).
For horde, that's (71, 90).When clicked, the achievement is awarded right away. He will also accompany you for an hour with his Scarecrow form and you will also receive [item=128874] in your bag. Finally, he is reusable, and doesn't disappear like the original one does, thus you can have him accompany you in his Scarecrow form the entire Hallow's End event.
