Unfortunately, if your target already has a Weighted Jack-o'-Lantern currently on (as a buff) you won't gain credit and you lose the Weighted Jack-o'-Lantern in the process.
Just thought I'd let you know, as I used a few up before realizing that I wasn't gaining credit. However, you can ask the player to remove it by right clicking the buff and you can place your own onto them and it will count. Good luck!

Note that this Achievement does not have to be completed during Hallows End.
The pumpkins needed do not have a duration and I've gotten credit for putting pumpkin heads on people outside of the holiday season.
This achievement will make alliance players realize that there are unfortunately very few Dwarves and 90% of the population of alliance is night elves and humans.
