I've done this quest on one char but it doesn't give me the option to do it on another however the achievement is meant to be achievable by multiple chars? anyone else had this?

Yeah... in my opinion, you and I are stuck at some point in the process... and it's really hard to figure out which one... unless we opted out of the progression content or something like that—though I don't think I did that on my main, since I love collecting quests!
