Has this quest-line shown up yet on live?
As of 6/6/23 this is available on live servers. However at the end of the questline you receive the title but not the achievement. My guess is it needs to be hotfixed.
Edit 6/7/23: Friend of mine pointed out that while the achievement didn't pop up, the overall achievements earned counter goes up, as does your total, by 15 points. So while it appears to be hidden atm, looks like we are receiving it.
