I just got this 5 minutes ago. I can also confirm that it either is lying about the amount needed, or more likely, it does count the peninsula ones, it just doesn't show up in the bar.

Just got this as i turned in a quest in the peninsula so yes they have to count.
Incorrect. It only tracks those, but people are getting the achievement done without having ever completed any in Tol Barad proper.
