It's essentially the final quest in Vashj'ir. I'm 140/150 after doing it. I went through every hub pretty much in the order that the quests took me, all the way from Kelp'thar to the Abyssal Depths.
Not sure if you've done any of these but there are a few quests started by random drops. Here are the ones I've seen:
