It appears to be bugged to me. I just received it after raising my first champion to 860. My other 4 active champs are 850. My 3 inactives are all below 800. Submitted bug report.

The good news: you are able to use items on individuals who are not presently active. Therefore, you're able to level even deactivated champions with items, so long as they are level 110.
Let the stock piling of armaments commence. How many dozens of stacks of un-used upgrades will we have by the time Legion is finished...?
