Currently bugged?
I have created both the Iskaaran Harpoon and the Iskaaran Fishing Net and have the harpoon in my bag but have not received the achievement.
Hopefully will be fixed soon!

I had the same issue but as a prewarn, if you dont have this achievement, the Taking from Nature achievement will not award progress.
I had to delete the original harpoon I had, and recraft - this triggered the achievement.
