A GM messaged me , you no longer get it in the mail, it applies directly to your forge now. I double checked and it was applied there.
To clarify - for anyone who was confused like I was - this is an achievement for completing all of the available items at the Cypher Console. Not for discovering all of the Cypher learning caches around the zone.
