I can confirm that once you've earned the portal, it is available to use on all your toons/characters. However, in order to use the portal back to Stormwind / Orgrimmar, you will need to complete the quest Return of the Scourge.

Just picked up "A New Foothold" from Crusader Renn, who popped up right next to Justicar Trueheart. (I'm sorry I don't know what triggered it) but it seems to lead to the next chain.
New quest popped up at the daily questgivers in Icecrown. For Alliance at 71, 22. Crusader Renn now has "A New Foothold" quest to pick up.
