I'm starting to wonder if it will be possible for even small guilds to get the reward for this achievement by having a player with Dragonwrath join the guild. That's how it is with all the other legendary weapons, all you need is someone on your roster with said weapon for the guild achievement.

Yes, it will be. One of my guild members had the offhand Warglaive, and we recruited a warrior with the main hand. Once he hit the correct rep, our guild was awarded the achievement. This will probably have a guild rep requirement of Honored or higher, like the rest of the legendary achievements.
