You’ll be able to complete every Flame Keeper / Warden and Extinguishment achievement with this list.

Here's a list of all Outland bonfire waypoints for both Horde and Alliance.

They’re spaced out so you can copy one section and use the regular WoW macro creator or copy them all and use the add-on Paste.

These are set in no particular order, you can adjust Tomtom to automatically set the next closest waypoint to minimize backtracking, or by typing /cway for the closest one.

If you cannot see the bonfires in any of the zones listed below, speak to Zidormi to get the Time Traveling buff. This will allow you to access the bonfires in that zone.

Edit: updated for BFA, currently Teldrassil and Darnassus zones are bugged for TomTom due to Lady Sylvanas trying to wipe them off the map.

It is easy to do Flame Wardens of Outland and Extinguishing Outland at the same time (regardless of what faction you are), since all the cities are fairly close to one another. None of the flames are hidden, and they don't entail jaunts into enemy cities, despite the vague pretenses of pvp that the achievements suggest -- you can get them all without aggroing any enemy npcs if you want -- but just to further simplify things, and for the benefit of those without coordinates mods, I will list the locations.

Fire of Terrokar (Horde): Located just north of Stonebreaker Hold. You can fly pretty much in a straight line from Shattrath to Allerian and you will see it as you go over.
Fire of Terrokar (Alliance): Located just south of Allerian Stronghold, at the edge of the Bone Wastes.

Fire of Shadowmoon (Horde): Directly east of the Shadowmoon Village icon on the map, right outside of the walls.
Fire of Shadowmoon (Alliance): Just east of Wildhammer Stronghold, between the castle walls and the bunker.

Fire of Hellfire (Alliance): Just east of Honor Hold, north of the road connecting to the Path of Glory. I believe a line of mounted alliance NPCs occasionally comes down the road, but you can approach from the north without ever risking getting close to where they path by.
Fire of Hellfire (Horde): South of Thrallmar, also along the road connecting to the Path of Glory. A line of mounted horde NPCs occasionally travel along the road, so watch out for them if you don't ridiculously outlevel the zone (I imagine most people do, but there will also be those lower levels trying to get these achievements).

Fire of Netherstorm: This one is especially easy, since they are both at Area 52. Horde fire is located south of the city, and alliance fire is located northwest.

Fire of Blade's Edge (Horde): Southwest of Thunderlord Stronghold, about 40 yards from the city wall.
Fire of Blade's Edge (Alliance): East of Sylvanaar, right at the alliance end of the bridge over Bloodmaul Ravine.

Fire of Zangarmarsh (Alliance): Just south of Telredor.
Fire of Zangarmarsh (Horde): East of Zabra'jin. Two level 65 elite Zabra'jin Guards (60k health) walk up and down the road right next to this. Not a big deal if you're 80, but they are quite a headache if you're Outland level/geared.

Fire of Nagrand (Horde): West of Garadar, and north of the road. I don't remember if the Garadar Wolf Riders (the bane of my early BC leveling) pat down this road, but if you stay north of the road and don't travel along it, you shouldn't have trouble with them.
Fire of Nagrand (Alliance): West of Telaar.
