It's currently unknown as to what Blizzard's stance on this matter is, especially regarding allegations that Имбос sold his/her WoW account to a buyer and immediately reclaimed it without returning the money.

Since Patch 9.0, I believe, you can do this legendary questline in "hardmode" by talking to Chromie to start a Timewalking Campaign in a character that has a level below 50.
This will make all creatures and bosses related to the questline upscale to your current level. I used this to make the quests harder and more memorable and had a blast figuring out how to kill the elites and earning my Fangs :)
Edit: Being in Party Sync might work as well, but didn't try it myself.
