If it hasn't been said yet, you can get these from the lowest level (Radiant Echo x1) version of the Worldsoul Memory.
Now that Warbands are a thing, if you can't find an Echoing Fragment on your AH:
1. Put some gold in your Warband bank.
2. Make a new character on another server.
3. Grab your gold out of your Warband bank.
4. Buy the Fragment off of that AH and use it.The achievement is account-wide.
You can find which servers have fragments for sale, and the lowest prices using undermine.exchange. [https://undermine.exchange/]
