You do not need to be a member of the Brawler's Guild to earn this one!
Enter the Brawl'gar Arena in the NE part of the Valley of Honor in Org (or the Deeprun Tram in Stormwind City for Alliance). Once inside, simply wait for a player to win a fight and /cheer him to earn the achievement.
Be sure to target the player when you /cheer and if you are finding that you aren't getting the achievement make a macro as others have suggested.

Cheer a player on after they have won a brawl during the Draenor campaign.

Many people say they are the number one fan, but when Annie Wilkes says it, you'd best sign that autograph!
You need to target the player who's fighting, then once s/he wins WHILE S/HE IS TARGETED do the /cheer (hope this helps others who were just doing /cheer without the player targeted and wondering why you weren't getting the achievement).
