How is it possible that this damn Quest is still not available. How hard is to set Quests on a weekly basis?

How about we set 4 quests first week, 4 different Quests second week, then on third week apply your RNG by selecting 1 quest from week 1 and 1 quest from week 2, then put the remaining 2 quests and REPEAT.
