This achievement requires you to have crafted the Leatherworking Tool of the Trade from BFA: [item=164978].
You must complete a quest line to obtain the pattern to craft this and have 150 skill points in Kul Tiran / Zandalari Engineering.
Complete the quest line [storyline=908] (Horde) / [storyline=907] (Alliance).
Craft the item by collecting:
[item=168139] x4 - You can easily get these by killing [npc=122963] in [zone=9028] 4 times on normal. Just run in, kill him, and reset.
[item=168138] x15 - These items have a strange drop mechanic. Only one of these can drop every 15 minutes, server time. For example, one can drop at 7:00, one at 7:15, 7:30, 7:45 and then 8:00. I waited in front of [npc=129343] and killed him once every 15 minutes. You can use this script to check if you're eligible for the item - /run print(format("Can Loot Spirit of the Bested: %s", C_QuestLog.IsQuestFlaggedCompleted(55628) and "\124cffff0000False\124r" or "\124cff00ff00True\124r"));
Blood-Stained Bone x50 - Buy off the AH.
Tempest Hide x50 - Buy off the AH.
Hardened Tempest Hide x25 - Buy off the AH.
[item=152668] x10 - You can scrap items from BFA at the scrapper in Boralus or transmute to obtain these. You cannot buy this on the AH but you can buy the items to scrap from the AH.

I followed these instructions and killed the Avatar of Xolotal once, waited 16 minutes, ran the script and it showed "true" so killed again and was able to loot. But now it has been over 1.5 hours and it still says false, maybe Blizzard put in some sort of mechanic where we can farm the same named no more than 3 times just to frustrate and irritate us even more?
If you are looking for an easy way to track how many of which materials you need in-game, Profession Shopping List may be for you. You can manually track recipes, or use /psl [achievement] to track all the recipes required for the linked achievement.
The addon will calculate all the necessary reagents and show you how many of them you already have. You can also Ctrl+Click any reagent that can be crafted itself (i.e. Bronze Bar) to track the recipe for that as well.
