For players post-4.0, commendations for all 4 of these factions can be purchased in Dalaran.
1 commendation awards 525 rep (without guild perk/diplomacy bonus), and costs 16 justice points.
This means that, starting from the beginning of friendly, each faction can be purchased up to exalted for ~50 badges, or 800 justice points. Fairly cheap for an exalted reputation.
This means for 3200 justice points (a few days of running normal instances), you can purchase a sweet mount, a cool teleporting ring, and pick up sixty achievement points, all in one. Not bad.
You can buy commendations for these reps with these, according to 3.3 patch notes.
