This (and the 25 man achieve) will probably end up being "virtual" realm first achievements, as virtual realms will also be introduced with 5.4, and virtual realms will allow for guild composition across multiple traditional realms. Guilds that are used to getting these kind of achievements on their low/medium population traditional realm should diligently prepare themselves as best they can as they will likely be competing with new competition in the form of other progression guilds on other traditional realms for this achievement as a result of virtual realms.
