Confirmed achievable through LFR Antorus Wing 4. Got this and my Paragon of Argus achievements after defeating Aggramar and then Argus in LFR.
Ran raid again and after agrammar is killed and the higher ups talk, you speak to the dwarf to be teleported to the next stage.
