Small dragon appears near you and gives you a quest To Dragonbane Keep!

Go to the area near the [npc=194922] and [npc=194404]
/way 30.51 77.91 start of the Siege on Dragonbane Keep

And wait for the event to start. The Boss will shout that the Siege will begin soon.

For the record this achievement appears to be attainable at any level. I like to do strange things and one thing I find very fun is exploring the world on a low level character. I have been traveling the Dragon Isles on my level 5 and just happened to be in the area when the world quest objective box popped onto my screen. I helped the caravan get to its destination and tried my best to "fight" the bad guys. When it ended I got the achievement and the Dragonbane Keep Strongbox which requires level 60 to open.

Finally got it done. Didnt get any home sweet home quest.
