Logging out and back in did not work for me. Looking for a solution, will update.
Logging out of the character you earned it on, logging into a different character and then logging back to the first character will award the achievement!

Seems bugged just after 9.1 patch, I have completed both Skoldus Hall - layer 8 (got rank 2) and The Upper Reaches - layer 8 (got rank 3) and it did not award me completition, it stays marked as 47/48 for both of them. Logging out, unfortunately, did not help.
saw there wasn't a macro posted yet to track progress:
/run for i=1,GetAchievementNumCriteria(14810)do local t,_,c=GetAchievementCriteriaInfo(14810,i) print(t,'- \124cFF'..(c and'88FF88true'or'FF8888false')) end
