If you still can't find this storyline - there is a scroll BEHIND Valeera by the desk of Telemancer Astrandis - a letter from Anduin Wrynn. It kickstarted A Favor for the Lion, which takes you to Zul'Aman. Once there, there are three quests from Valeera that can all be completed at Speaker's Rest. Once those are complete, she gives you the Delve quest.
I lost an hour trying to figure this out. May you be saved this time.
