Tools of the Trade

You will need to gather the following items from different NPCs around the Dragon Isles in order to form the Tricket-Out Thinking Cap:

1. Thought Calculating Apparatus
EDIT: You can directly purchase 5xThunderspine Nest from the AH instead of doing the gathering part below.
First, talk to Erugosa at The Roasted Ram to obtain a Thunderspine Shopping Nest List. Next you will need to procure 5 of each of the following items:

5x Apexis Asiago from Gorgonzormu in Valdrakken.
5x Thunderspine Tenders from Agyrahl the Butcher in Ohn'ahran Plains.
5x Latticed Stinkhorn from Sniktak in Loamm (Zaralek Caverns).

Once you have all the materials, go back to Valdrakken and talk to Erugosa and this time ask her to make you some Thunderspine Nest.

Now go talk to Clinkyclick Shatterboom (the engineering trainer) in Valdrakken and she will give you the Thought Calculating Apparatus.

2. Downy Helmet Liner
This one is pretty straight forward. Go to The Cascades in Thaldraszus (39 66 seems like a good spot) and kill the Hungering Tyranha until you get a Fresh Tyranha.

Now go back to Clinkyclick Shatterboom and talk to Gryffin to obtain a Downy Helmet Liner.

3. Crystal Ocular Lenses
Go to The Roaster Ram inn in Valdrakken, target the Odd Statue and /bow.

You will be teleported to Dragon's Hoard, a secret inn. Talk to Kritha the Barkeep and accept to pay the tab for Shakey (you will be prompted to pay something like 340g).

Once done, go back outside (simply run through the door at the opposite side of the room and you will be teleported back to The Roasted Ram) and talk to Shakey Flatlap (the jewelcrafting supplies vendor). Upon learning that his tab has been paid, he will give you the Crystal Ocular Lenses.

Final Step
Once you have all 3 items, simple click on the Thought Calculating Apparatus and you will form the Unfinished Thinking Cap, offering you the quest Unfinished thinking cap.

Go to the building to the left of the Barber Shop and talk to Fangli Hoot (26 53 Valdrakken) and complete the quest. Congratulations, you are now the proud owner of a Tricket-Out Thinking Cap!

I noticed these toys will be connected to the clues we get from the achievement Whodunnit?

Tricked-out Thinking Cap ( [item=206696] once Wowhead's database picks it up ) , was the reward for Day 2 of Secrets of Azeroth. It also seems to unlock access to a special co-ordinate system, which may very well be connected to locating the dirt mounds for the Community Rumors achievement..
