TREASURE MAPS INFO:

2. Prequest: Loot [item=202081] from [npc=190056] and complete item quest Funding a Treasure Hunt
   It never dropped for me during lvling, but always dropped from 1-st NPC when i got there at max lv
   So you buy [item=198854] from [npc=189226] and find the first treasure [object=381045] - it is intro treasure, and you get 1-st map for free
3. 
   
4. Search and loot all the random treasure chests you can find
   
   • 
     
   • [object=376587] renown 2 with [faction=2507]
   • 
     
   • [object=383735] renown 5 with [faction=2507] and will need to buy [item=191294] (buy/craft alot, you will always want to have them in your bags)
   • 
     
   • [object=376426] renown 16 with [faction=2507]
   • 
     
   They spawn all over the Dragon Isles and have similar loot, just a little bit different mechanics and unlock at certain reputation with [faction=2507].
   And i think that every chest in every zone can drop all 9 maps in random order

6. You can get 6 maps before Renown lvl 21 with [faction=2507] and 5 more after.
   2 maps are from intro quests and 9 are from random treasure chests drop
7. 
   
8. Hard part is to loot the map from random treasure chest and the rest is easy.
   1 map drops every 50-100 chests
   Use the map and it will highlight the location of the treasure
   Treasure icon will be visible when you enter the subzone (Waking Shores, Azure Span , so on)
   Loot the treasure and get the reward

And you probably want it to be on you main or alt with Jewelcrafting profession

After you got your first cluster of 1 type you will start getting it from random chests ([object=376587] [object=383735] [object=376426])
Droprate is low, but higher than a treasure map
By the time i found all treasure maps i had like 3-5 clusters of each type

Not sure why these maps have to be this extremely rare. this is just insane.
I've done all the treasure hunter achies so far, and none of them were such a bad experience... I have to say that Treasure hunter of the dragon isles is WAY too hard to complete. Those things have fewer drops chance than mounts. I've been opening every disturbed dirt and bag since the launch of the game and only found 2 maps so far... This is not a fun experience at all.

Finding treasures should not be a mindless grind till you die, finding treasures should be fun and interacting, solving puzzles. and riddles, exploring secret places not clicking on a pile of dirt, and hoping you win the lottery. Funny enough there is one treasure that is what treasure hunter achievement should be like, and that's the Posessive Hornswog chest in the Waking shores... weirdly enough that's not even needed for the achie while that's one of the few things that a treasure achie should look like. But no, blizzard wants you to click on a pile of crap in the middle of a field a million times. wow, what a "treasure"...

If you agree with me on this one, please send feedback to the devs in the game... lets's hope they won't make such trash again.

For those of you still looking for Sandy Wooden Duck, the map you need is on the ground beside Yennu (54.91 75.47). Once you've collected the map from the ground, you should be able to find the treasure elsewhere in the zone. Titan Panel says my location is Thaldraszus: The Flowing Forest. I hope this helps others that have been working on this achievement.
