Some quick notes for getting [item=232605] that I used. Excuse the rough and ready nature of the pins as it's day one. I used these pins and had pretty good speed getting this done as well as the thunderous runekey fragments. From what I saw these points work in and out of the storm phase. Highly recommend buying [item=230795] (Go-Pack)

You'll see gusts of wind coming from your character and leading you towards a chest when you're near one.

I have been looking for the chests taking the coordinates already posted, but no luck. So today I did something different and started running around in my mount, and collected my 6 missing caches in about 20 minutes of exploring. I think the spawn is randomized and the best way to do this is running around on your mount waiting for the wind animation to start. Bring a Go-Pack with you, or you might not reach the chest you're looking for (2 of my caches were on/next to peaks with Cliffreach Pridetalons and were unreachable otherwise).

Edit: I just saw a guy who had the wind animation on him, but I could not see the chest it pointed at. So probably the chests can't be looted by anyone else, you have to be the one with the wind to loot it.
