as of 22.03.2026, achievement works, once you have all slots 250 ilvl, you have to relog if it won't pop up automatically. I used macro, everything on 250 but didn't get achievement. Once relogged, achievement popped. Veteran 6/6 is counting towards achievement, same as higher tiers.
