FYI this, together with The Shoveler, are the only two BoE weapons in the game that have a class requirement. While only mages would benefit from the bonus to Frost spell damage that this wand has to offer, I bet there are some paladins that would want to wield The Shoveler - if nothing else then for the looks. :)
As of 2.4.2, The Shoveler is no longer warrior-only, making this wand the only B.O.E. weapon in the game with a class requirement.

Wolfshead Helm is another Class required BoE item.
This is tied with an outland wand as the best weapon in the game to freeze Viscidus in AQ40 raid. Since he freezes based on how many hits from frost, and not by damage.
