I arrived at the vendor at 9:15 pm server time. This formula was already gone with no one around. So I'm not sure how long ago it had been purchased. It restocked at 10:05 pm server time for a grand total of at least a 50 min. wait.

Took about 40 minutes for me to wait for it.
Waited for approximately two hours for this to refresh. Was starting to wonder if it had been removed.
On alliance side you gotta buy it from Dalria in ashenvale , (Astranar)
Switching servers helps too. Went with my main but were sold on Magtheridon; got myself invited by my husband on Emeriss, and got both recipes.
I bought it off Dalria in Astranar, Ashenvale!

Stopped by the vendor at 2:06PM and picked up the cloak agility enchant and the jewelcrafting pattern. This enchant wasn't available. At 3:01PM this enchant respawned. In the 55 minutes waiting, I picked up another cloak enchant and 3 more jewelcrafting recipes.
Hate to say it, but I'm the one that keeps them bought out. Pay a few silver, sell it on AH 50g. Put a quarter in, get a car. Put a quarter in, get a car.
