This is very odd. The tooltip on the one I have clearly says "Requires Level 51" (and has no socket), but attempting to use it gives the error, "You must reach level 60 to use that item."
Sure, it makes plenty of sense that this is a level 60 item based on ilvl, but why in the world does it say it could be used at 51?
Got this from mobs in heroic dungeon De Other Side, in matter of fact, as I am warlock and trying to get my legendary recepy, I went again to normal dungeon and got another boe, this time crossbow. They dropped for me in this garden area that's leading to Dealer Xy'exa. As a point of note I did 2 mythic dungeons, 1 heroic and 1 normal so far, I must say I'm blessed.
just got mine off a random mob around the court of harvesters area in revendreth. happy days

This dropped for me in the chest from Dealer Xy'exa in DoS on heroic. Nice find!

Small Guide for BOE farm in Shadowlands. Rate to get drop is very low but you can still get some Epic item 190-207 ilvl as well materials and gold.

To set up BOE farm You need party 2x4 ( 2 party with 4 ppl each ) best set up is:
GR1 : MONK ( tank ), 2 x boomkin ( Pullers ), Any DD.
GR2: 2 x Boomkin ( pullers ), 2 x DD.For Pullers you can any other class with have big range of atack to pull far targets.
DD can be any who can kill fast mobs.List of items:

I probably got lucky with this drop but I got it while farming melded gorgers in Korthia. So they might have a higher drop chance with 9.1
