You should be able to wear this appearance when you speak with [npc=192674] in Ruby Lifeshrine (And other locations). You will have to select

"I would like to talk about my profession equipment."

and then

"I want to see my crafting equipment. Show it when I craft and leave it on afterwards."

However, at this moment 10.0.2.46801 Nov. 29 2022 it does not currently work. I pray for the day I can wear this.

As of 10.0.2.46924 Dec. 02 2022 It works! You can wear this now! To be able to to wear it follow the above and harvest a plant. Is removed during combat, and has to be put back on by harvesting another plant.
