As for the drop, I find it makes a good amount of money, since it is one of the best caster gems. Worth buying along with gleaming dawnstone, and potent noble topaz.
Theres no relative good place to farm it. Mine is dropped from Mana-tombs random mob. Good luck with your!

Dropped for me on the Elemental Plateau. Appears to be a random Outland drop.
It's been 10 years since this item was updated with information, so here's a News Flash!
While doing a Daily Quest from Shattrath, I ventured into The Steamvault. After taking out the first Boss, Hydromancer Thespia, I was quite surprised and very pleased to Loot a Blue Design scroll, the Timeless Nightstone, from her scaly corpse. Not having this recipe, I will be learning it, regardless of it's 'value' compared to the Newer Gem-designs. Being a Completionist, I want ALL of them! Unfortunately, this appears to be a random, rare, drop in Outland, very likely from anything that could drop an iLvl 70 Item before Scaling was introduced. Good luck to my Fellow Completionists, may your Scroll-Case be filled with wonders!
Unfortunately for this recipe and its Nightseye rare gem, they're both useless and the gem can be vendored. They have been mercilessly outdated by Glowing Shadow Crystal.
Got mine off an imp in Blades Edge. I wasn't there for imps, I was farming elementals and an imp started attacking me. ^_^

Dropped from mob in blade edge's. Got 700g for it on ah
Dropped totally randomly for me while doing a quest in Shadowmoon Valley. Sold it for 430G on AH. One of the caster's favorite gem.
just dropped for me off a fire ele, throne of elements, neet oh yeah also 2.3.0 got same one off air ele in shadowmoon vally.
