The reason it dropped for you as non jewelcrafters is because it's not a BoP design. Only the world drop BoP recipes are restricted to being looted only by the appropriate craftsman.
You don't need to be a jewelcrafter to loot this. I just looted one in Blade's Edge Mountains and I am not a jewelcrafter.
Some JC patterns will only drop if there is a JC in the group. If it drops only the JC people can roll on it.
This item ain't BOP so I don't think this is one of those.

He is correct that some items will only drop for jewelcrafters. I have the Khorium Band of Frost from Steamvaults and I was the only one to see it. This particular pattern, like all other patterns for blue quality gem designs, is BoE and a world drop.

This just dropped from a random trashmob in Karazan
Bought it from someone for 25 gold and then sold it for 375 gold in AH. I would say 350 gold profit is worth small effort, eh?
