I just finished these earlier this morning and they are definitely better than the Primal Mooncloth Shoulder piece. For one the PMC piece does not have any stamina, which these have a giving +21 of. The intellect is the same, however the spirit makes up for the minor lack in bonus heals, which really is only 8 less on the Swiftheal Mantle. These shoulders also have an additional thing casters really only start seeing in t5-t6 and beyond pieces: Spell haste. A spell haste of 27 is pretty nice and can help shorten a spells cast time by even the more crucial amount. Of course as we all know, some
