2a. You can't farm a world drop, your best bet is to get it on the AH.

Found one in AH for 300g...gave it to guildie since i spent more on this gem for my warrior than the actually recipe...so worth it. Since the supply is only13g on my realm.
Though cannot say what a good price for this recipe is...I am sure I got lucky and got it very cheap.
